Queensland Department of Primary Industry and Fisheries/QUT Study
This is a three year project which commenced in 2007. Partners include: QUT, USQ, DPI&F, Condamine Alliance, Chinchilla Shire Council now Dalby Regional Council, Stanthorpe Shire Council now Southern Downs Regional Council
Goal of the project: Utilise MC-SDSS (Multi-criteria spatial decision support systems) to develop and implement a rural statistical sustainability framework (RSSF) and disseminate a resource tool-kit to assist rural decision-makers with land-use planning decisions. The RSSF will integrate diverse environmental, economic and social datasets, model their critical interrelationships, identify regional drivers and opportunities for accelerated growth, and formulate growth scenario options in relation to three key planning and policy issues facing ALL non-urban shires: peri-urban development, land and water management and labour resources.
Background: Rural decision-makers are increasingly faced with the very real problems of deciding the most appropriate course of action for resource allocation, development and diversification options (eg whether to decline, approve or encourage horticulture, vineyard or peri-urban developments). Ensuring that these complex and competing strategic planning decisions, which ultimately determine the sustainability and prosperity of rural and regional Australia, are informed (ie, identify and integrate biophysical, economic and social considerations) and innovative (ie, generate novel growth options and scenarios) is posing a significant challenge.

Roma/Charleville Career & Education Pathways for Community Services Careers (Draft Regional Action Plan 2008)
This is a strategy to Strengthen Non-Government Organisation and is funded through the Queensland Department of Communities, Disability Services Queensland and Child Safety.
The project focuses on the attraction and retention of staff to the community services sector and learning pathways to and within the community sector. The project focuses on Roma and Charleville as their pilot sites.

Labour & Skills Development in the Surat Energy Resources Province – Funded through COAG, 3 year project commencing in January 2008. Download Report
This project will develop a regional strategy which will ensure that the region can build economic strength and draw from existing skills formation frameworks (ie the Dalby Wambo and Chinchilla Skills Formation Strategy).
The goal of the project is to facilitate, through the employment of dedicated coordinators, effective regional attraction, recruitment, and retention strategies over three years.
Some of the key areas of focus for the project include: improve access to appropriate education and training; reduce internal migration of young adults to metro areas; improve level of educational attainment and employment for Indigenous people; develop local and regional partnerships that enhance skilling opportunities etc

Maranoa and Districts Regional Plan (MADRPAC now Maranoa and Districts Regional Coordination Committee) Download Report
The draft for this plan is available for written comment and has been developed by local governments, state government agencies and social services that exist in the Maranoa (Roma districts) region.
The August 2008 document has background information on the region but also sets out objectives, actions and regional policies for: Natural Environment, Natural Resource Management, Strong Communities, Urban Development, Economic Development, and Infrastructure for the MADRPAC region (much of the Surat Basin).

These achievements are split into the areas of training, groups that have been established, and programs and projects that the strategy has participated in or facilitated. Key learnings are listed and include comments on the comparison of community based strategies vs industry based strategies, ownership by the community, need for community connection and engagement and many other areas.

Mackay Industry Network Tour (October 2007) Download Report
This tour was done by a number of businesses from the Surat Basin Region and involved looking at how the Bowen Basin mining boom has impacted on the Mackay region. The report includes: Examples of successful business alliance and the benefits, examples of successful development organisations and what they do, examples of successful local governments and throughout there is grass roots information and feedback on what worked, what didn't, and things that the Surat Basin should look out for as well as discussion on how the Surat Basin group should move forward with this information.

This report identifies gaps in the Mackay region's mining services supply chain; Identifies opportunities to stimulate new investment and reinvestment in the regional, Queensland , interstate and international markets; and provides an action plan that will rationally guide and optimise the opportunities associated with the significant expansion of the mining and related industries in the Mackay region. There are some recommendations and suggestions on how the region could service the Surat Basin growth as well.

Representatives on the panel include: Diana Johnson (Area Manager of Disability Services for South West with Endeavour Foundation), Guy Gibson (QLD President of the Property Council of Australia and GM of Affordable Housing and Sustainability with Lend Lease Communities), Ed Hoffman (Chinchilla Shire Council CEO), Paul Collins (Executive Manager of Retail with the National Australia Bank in QLD) plus some QLD State Government ministers and advisors.
Some of the discussions suggested planning on the type of housing, timing and amount is important. There was much concern re: buying and rental affordability for lower economic groups such as they retail assistant and suggestion was made that perhaps with the new government, their promised National Affordable Rental Incentive Scheme may assist with providing more affordable housing where previous governments had cut the State housing budgets so that they only represent 3-5% of the housing market. There was also discussion regarding “two speed” economies that exist in places like the Gold Coast and may well now be seen in places like the Surat Basin .
